William (Bill) has extensive experience in district-wide (PK-12) and school-based implementation of integrated MTSS, including the areas of universal screening, multi-level prevention systems, progress monitoring, and data-based decision making. Bill retired after 18 years serving as the Executive Director of Learning Support Services for Franklin Pierce Schools in Tacoma, WA. Franklin Pierce Schools was a partner with the American Institutes for Research (AIR) in a U.S. Department of Education funded Investing in Innovation and Improvement development research grant investigating district-wide implementation of tiered systems in mathematics with a focus on intensive interventions for students with disabilities and other at-risk learners. Bill provides overall program coordination for both of the Institute’s leadership programs, the ECSEL Program and the AIMS Project.
